This plan is formulated based on actual work conditions.

1.general requirement

The purpose of implementing the inclusive intellectual property public service project is to achieve inclusive and fair policies, universally accessible services, and inclusive and open data, so as to promote wider coverage, higher efficiency, better services, and better experience of public services in various places. The implementation of the intellectual property public service inclusive project must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implement the spirit of the 20th National Congress of the Communist Party of China and the First and Second Plenary Sessions of the 20th Central Committee of the Communist Party of China, and thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council. 2. Promote the diversification of intellectual property public service agencies

(1)Give full play to the role of the backbone node of intellectual property public services. Public service agencies affiliated to provincial intellectual property management departments should give full play to their role as a link between the previous and the next, assist in coordinating the layout of local intellectual property public service agencies, promote the application of all levels of intellectual property information public service platforms and related public service products, and empower the region. Relying on the National Intellectual Property Public Service Network, China Intellectual Property Distance Education Platform, Patent Literature Library Public Welfare Lectures, etc., we provide business knowledge training courses to the society. 7. Organizational Guarantee

Intellectual property management departments in various localities should combine reality, refine specific measures, clarify the division of responsibilities, explore innovative measures, and highlight implementation effects. Intellectual property management departments in various localities should continuously improve the social visibility and influence of inclusive projects, and promptly report work results and typical practices to the State Intellectual Property Office. The State Intellectual Property Office will publicize and promote typical experiences and practices nationwide. (26) Strengthen classified guidance and improve the assessment and evaluation system. The State Intellectual Property Office will set up intellectual property public service information collection points across the country to promptly understand the status of public service work and problem needs, and strengthen targeted guidance on the implementation of inclusive projects.
